长安大学来华留学生签证(居留许可)管理规定

     来华留学生(以下简称:留学生)须密切注意护照、签证、居留证件的有效期,及时缴费和办理延期手续。对于在签证、居留证件到期后非法停留、居留的留学生,公安机关将按有关规定予以处罚。

  

第一条 凡申请来大满贯dmg网站登录学习者,来华前应申请X1签证。

  

第二条 留学生入境后入住或变更住宿地点均须在入住后24小时内申报住宿登记,填写临时住宿登记表(详见“长安大学来华留学生申报住宿登记须知”)。

  

第三条 持X1签证的留学生自入境之日起30天内必须申请办理居留证件。

  

第四条 新生需持大满贯dmg网站登录的录取通知书及JW202表,按照规定的时间到大满贯dmg网站登录报到。到校报到登记后,应及时到陕西省出入境检验检疫局体检。

若体检合格,确定新生已经交齐相关费用后,工作人员准备相关材料后,可以到西安市公安局出入境管理处申请办理在华居留许可。  

若体检不合格,学生须在签证有效期内出境回国。

在向公安局出入境管理处递交申请材料后,一般需20个工作日之后可以取回护照(不包括周六周日以及国家法定节假日)。签证办理好后应及时领取护照,取回护照后,须在24小时内进行新的住宿登记(详见“长安大学来华留学生申报住宿登记须知”),并向大满贯老品牌网站办公室工作人员提供新的居留许可的复印件及新的临时住宿登记表复印件各一份归档留存。

  

第五条 中国政府奖学金生、校际交流留学生的在华居留证件按照学习期限办理;其最长期限不超过护照有效期,或中国政府颁发的文件(交流协议)规定的学习时间。

自费留学生根据交纳学费的期限办理居留证件,一般以一年为限,最长不得超过在大满贯dmg网站登录注册的学习时间。

  

第六条 首次在大满贯dmg网站登录申请居留许可需要以下文件材料:

1. 填写常住境外人员登记表(大满贯老品牌网站准备);

2. 填写《外国人签证证件申请表》(留学生工作办公室领取),粘贴近期两寸正面免冠白底彩色照片1张(学生自备);

3. 本人护照及复印件(护照首页2张,签证页(加盖入境章页)2张,入境签章页2张,学生自备);

4. 学校专用公函(大满贯老品牌网站准备)

5. 《长安大学录取通知书》原件(学生自备);

6. 长安大学JW201表原件或者长安大学JW202表原件;

7. 学费缴费单及复印件(2张,学生自备),中国政府奖学金留学生以国家留学基金委文件为缴费凭据(大满贯老品牌网站准备);

8. 卫生检疫部门出具的体检或验证证明(学生自备);

9. 临时住宿登记表复印件(2张,学生自备)

10. 2寸照片6张;

11.居留许可所需的费用

居留许可延期需要以下文件材料:

1. 填写《外国人签证证件申请表》(留学生工作办公室领取),粘贴近期两寸正面免冠白底彩色照片1张(学生自备);

2. 本人护照及复印件(护照首页2张,签证页(加盖入境章页)2张,学生自备);

3. 现持有效居留许可复印件2张(学生自备);

4. 学校专用公函(大满贯老品牌网站准备);

5. 长安大学JW201表或JW202表复印件1份(学生自备);

6. 学费缴费单及复印件(2张,学生自备),中国政府奖学金留学生以国家留学基金委文件为缴费凭据(大满贯老品牌网站准备);

7. 临时住宿登记表复印件(2张,学生自备);

8. 居留许可所需的费用(学生自备).

  

第七条 留学生护照变更需及时到公安局出入境管理处办理相应的变更手续;住宿地址发生变化也应及时到其住地派出所办理新的临时住宿登记。并应及时把相应信息告知大满贯老品牌网站。

  

第八条 留学生的居留证件事由为 “学习,留学生不得在华任职或就业。如有任职或就业行为,公安机关将按有关规定予以处罚。

  

第九条 留学生在居留证件到期前必须离境,继续学习者在到期前应办理延期手续。根据西安市公安局出入境管理处要求,居留证件延期或变更,留学生需至少提前30天向所就读学校申请,并缴纳学费等相关费用。具体要求如下:

1. 留学生须提前30天向学校申请居留证件延期,并填写《长安大学来华留学生居留许可延期申请表》;

2. 留学生须提前10个工作日向学校缴纳学费等相关费用,以便学校准备相关材料。若由于个人原因无法提前10个工作日缴纳学费等相关费用,按照100/天收取加急费。签证、居留许可到期当天申请延期者,不予受理。

3. 若由于护照到期原因导致JW201表或JW202表提前到期,留学生须提前30天向学校申请新的JW201表或JW202,并提前30天缴纳学费等相关费用。若由于个人原因无法提前30天缴纳学费等相关费用,按照100/天收取加急费。JW201表或JW202表到期当天申请延期者,不予受理。

  

第十条 留学生应当密切注意护照、签证、居留证件的有效期,及时办理延期手续。对于在签证、居留证件到期后非法停留、居留的留学生,公安机关将按有关规定予以处罚。

  

第十一条 留学生在签证或居留证件到期时未能按时缴清相关费用,学校将为其申请办理停留证件,有效期由西安市公安局出入境管理处确定,留学生须在停留期内离境,并接受西安市公安局出入境管理处相关处罚。

  

第十二条 大满贯dmg网站登录留学生家属可以向我驻外使(领)馆申请相应签证来华陪读。西安市公安局出入境管理处凭学校公函、经我驻外使馆认证的亲属关系证明,按照公安局出入境管理处要求提交相应材料,为来华留学生陪读家属办理签证延期。陪读家属在华停留期限不得超过来其本人护照期限及华留学生居留证件的有效期限。

  

第十三条 留学生在学习期间因病、因事回国或去港澳地区及其他国家旅行,须到大满贯老品牌网站登记,经学校同意后方能办理出境手续。

  

第十四条 除学校统一组织旅行参观外,凡个人前往不对外开放的地区旅行,须向大满贯老品牌网站说明去向,经学校同意后,由留学生本人直接去西安市公安局出入境管理处办理旅行手续。旅行时应遵守我国有关规定,一切旅行手续费用均须自理。

  

第十五条 留学生转学至他校,须到大满贯老品牌网站办理相关手续,由学校出具转学证明。到达迁入地后须在10天内(且在居留许可有效期内)到迁入地公安局出入境管理处办理居留证件变更手续。

  

第十六条 护照、签证、居留证件应妥善保管,不得涂改、损坏。居留证件如有遗失,必须持学校的证明到西安市公安局出入境管理处申请补领。护照如有遗失,应及时向遗失所在地派出所报失,由西安公安局出入境管理处出具证明,再向本国驻华使馆申请补发。补发新护照后,要及时到西安市公安局出入境管理处申请新的居留证件。

  

第十七条 凡涉及到留学生签证和居留管理的具体事宜,根据西安市公安局出入境管理处的具体条款执行。

  

第十八条 本规定若有与上级文件、规定不一致者,以上级文件和规定为准。

  

Regulations for International Students’ Visa (Residence Permit) of Chang’an University

The international students (hereinafter referred to as students) should pay attention to the valid date of passport, visa and residence permit, pay the fees and do extension on time. The Public Security Bureau (hereinafter referred to as PSB) will punish the students who stay in China with an expired visa or residence permit .

The regulations are as follows:

Article 1  All the students should take X1 visa to study in Chang’an University.

Article 2  The students shall complete registration procedures within 24 hours after entering or changing residence, and fill the Registration Form of Temporary Residence (details as Guidelines for International Students of Chang’an University to Register Accommodation).

Article 3  The students with X1 visa should apply Residence Permit within 30 days after entering.

Article 4  New students should register in required time with the Admission Notice and JW202 Form. After registration, students should do physical examination at Shaanxi Entry-exit Inspection and Quarantine Bureau.

If physical qualified, there will be staff check the relative materials and charges, then students can apply residence permit to Division of Entry-exit Administration of Xi’an Municipal Public Security Bureau.

If physical disqualified, students should leave the country within the validity of visa.

Students need 20 work days to get passport after submitting application materials (excluding: weekend, and national holidays). Please get your passport in time, because students should do new residence registration (details as Guidelines for International Students of Chang’an University to Register Accommodation). When all these things done, students should submit a copy of new Residence Permit and a copy of new Registration Form of Temporary Residence to International Education School.

Article 5  The Residence Permit of Chinese Government Scholarship Students and intercollegiate exchange students should  pursuant to the study period, the duration cannot exceed the validity of passport or the learning time issued by the Chinese government (communication protocol).

Residence permit of self-fundedstudents should pursuant to the duration of the tuition fee, which usually is 1 year, and cannot exceed the registered learning time.

Article 6  Students should prepare the following documents for the first application of Residence Permit:

1. Fill in The Permanent Overseas Personnel Registration Form ( offered by International Education School);

2. Fill in Application Form of Foreigner’s Visa ( get in International Student Affair Office), and paste one recent 2-inch full-faced white color photo (self-prepared);

3. Passport and copies ( 2 copies of the first page of passport, 2 copies of visa, 2 copies of Entry Stamp page, self-prepared);

4. Certificate of the university (offered by International Education School);

5. The original document: Admission Notice of Chang’an University (self-prepared);

6. The original document: JW201 Form or JW202 Form;

7. The tuition receipt and 2 copies(self-prepared), and for Chinese Government Scholarship students, the payment receipt is the document from CSC(offered by International Education School);

8. Certificate of Physical Examination issued by Health and Quarantine Departments(self-prepared);

9. Two copies of Registration Form Of Temporary Residence (self-prepared);

10. Six 2-inch full-faced white color photos (self-prepared);

11. Fee for Residence Permit, and the materials for Residence Permit Extension are as follows:

1 Fill in Application Form of Foreigner’s Visa ( get in International Student Affair Office), and paste one recent 2-inch full-faced white color photo (self-prepared);

2 Passport and copies ( 2 copies of the first page of passport, 2 copies of visa, 2 copies of Entry Stamp page, self-prepared);

3 Two copies of the current valid Residence Permit(self-prepared);

4Certificate of the university (offered by International Education School);

5 One copy of JW201 Form or JW202 Form of Chang’an University(self-prepared);

6The tuition receipt and 2 copies(self-prepared), and for Chinese Government Scholarship students, the payment receipt is the document from CSC(offered by International Education School);

7 Two copies of Registration Form Of Temporary Residence (self-prepared);

8 The fee for Residence Permit( self-prepared).

Article 7  When students change the passport, report the change to Division of Exit-Entry Administration of Xi’an Municipal Public Security Bureau (PSB) and finish relevant procedures in time; When students change residing place, go to the local Police Station get new Temporary Accommodation Registration. All the changes should be reported to International Education School in time.

Article 8  International students’ purpose of stay in China is study, so students cannot be in office or obtain employment. If students take a job, PSB will give punishment according to the relevant provisions.

Article 9  Students must leave China before the expiry date of Residence Permit. Those who want to continue learning should do extension before the expiry date of Residence Permit. Students should apply to the university for the extension or alteration of the Residence Permit at less 30 days in advance , and pay tuition and related fees, according to the requirements of PSB,and the requirements are as follows:

1. Students should apply to the university for the extension of Residence Permit 30 days in advance, and fill in Application for Extension of Residence Permit Chang’an University;

2. Students should pay tuition and related fees 10 work days in advance. If students cannot pay the money in advance for personal reasons, students will be surcharged 100Yuan per day. And the university will not accept the application for extension if students apply at or out of the expiry date of visa or Residence Permit.

3. If students’ JW202 or JW201 is expired ahead of time because of passport, students should apply for new JW202 or JW201, and pay the fee 30 days in advance. And the university will not accept the application if students apply at or out of the expiry date of JW202 or JW201.

Article 10  Students should pay attention to the validity of passport, visa and Residence Permit, and do extension in time. Students who stay illegally in China with expired visa or Residence Permit, will be punished by PSB according to the relevant provisions.

Article 11  If students cannot pay up the fees before the valid date of visa or Residence Permit, the university will apply Stay Certificate for students, but the period of validity is determined by PSB. Students should leave the country during this period and accept the punishment from PSB.

Article 12  Family members of students who want to accompany studying can apply visa to Chinese embassy or consulate. PSB will do the visa extension for them with the required documents: official letter from the university, Certificate of family relation issued by Chinese embassy or consulate, and other related materials. Family members accompanying students cannot stay China exceed the valid date of his/her passport or students’ Residence Permit.

Article 13  During study period, if students want to back home because of illness or personal affairs, or travel to Hong Kong, Macao and other countries, students should register at International Education School, and go through exit formalities after approved.

Article 14  Except the visit organized by International Education School, students who want to visit the areas which are restricted to outsiders, should apply to International Education School first, if approved, students go through travel formalities in PSB. During travelling period, students should keep relevant provisions and pay all the fees and charges.

Article 15  Students who want to transfer to other university, should go through related formalities at International Education School, and get the certificate of school transfer. Arriving ingoing place, students go to the local police station do the alteration of Residence Permit in 10 days (within the validity of Residence Permit).

Article 16  Students’ passport, visa and Residence Permit should be safe kept, and cannot be obliterated or damaged. If Residence Permit is lost, students should apply for replacement to PSB with the certificate of university. If passport is lost, students should report to the local police station where the passport is lost, and apply for reissuing to the embassy in China with the certificate from PSB. When got new passport, students should go to PSB and apply new Residence Permit as soon as possible.

Article 17  All the affairs related to the management of students’ visa and residence, should be carried out according to therelevant provisions of PSB.

Article 18  If this Regulation is inconsistent with superior documents and provisions, superior documents and provisions shall prevail.
